Yes. Vector text in PDFs is not affected by image compression. Only embedded photos and graphics are downsampled. A typical contract or invoice PDF (text + signature + logo) comfortably fits at 200 KB.
A pure-image scanned PDF (e.g., a scanned book chapter) cannot always hit 200 KB without visible quality loss. For these, use the Image to PDF converter first to reduce DPI before compressing.
Yes, but expect significant image re-encoding. Photographs and high-DPI scans will downsample to a readable but lower-resolution version. Text-heavy PDFs (contracts, invoices, applications) compress with no visible loss.
For target-size compression, no. The PDF spec gives any compressor the same set of tradeoffs (DPI, JPEG quality, font subsetting). Paid tools just add server-side processing for batch uploads — which is also a privacy risk.
